Improving Capital Formation in Portland, Oregon

According to a recent article in the Portland Business Journal, the law disfavors capital formation in the city. The problem lies in the Business Licensing Fee or Business Income Tax imposed by Portland / Multnomah County but there may be other issues. I would like those in the investment community to let us know what could be done to increase investment in traditional, innovative and creative entities in the city.
